The author added around 190 pages from its older versions. Still, it seems it is not too much updated especially for the machine design and materials section. This is because NCEES did not change codes or syllabus a lot.

So, if you own the 13th edition of MERM, you can still use that one for home practice. But keep in mind, in the exam you will be given a computerized copy of the 14th edition. So, if you do not want to surprise yourself in the exam, you should purchase this book. If you own the 13th edition of the Mechanical Engineering Reference Manual for the PE Exam, then buying a used copy of the 14th edition is suggested to save some bucks.
